UA93 [ parte VI ] – passeggeri, Social Security Death Index e fondo di compensazione delle vittime

Per venire incontro alle vittime del 9/11, e per evitare che le compagnie aeree coinvolte potessero andare in bancarotta a causa di azioni legali intentabili dai sopravvissuti e dai parenti dei sopravvissuti, il Governo americano ha dato vita al ( http://www.usdoj.gov/archive/victimcompensation/ ) VICTIM COMPENSATION FUND.

Come si legge a pagina 1 del FINAL REPORT - THE SPECIAL MASTER FOR THE SEPTEMBER 11TH VICTIM COMPENSATION FUND OF 2001 VOLUME I:
“The Fund is a unique Program created in the aftermath of the tragic events of September 11, 2001. It was conceived, implemented and concluded within a 33-month period. …97% of the families of deceased victims who might otherwise have pursued lawsuits for years have received compensation through the Fund.”

Sempre da pag 1, apprendiamo quante siano state le persone che hanno ricevuto il rimborso di compensazione, e la media del rimborso riconosciuto: “the Fund distributed over $7.049 billion to survivors of 2,880 persons killed in the September 11th attacks1 and to 2,680 individuals who were injured in the attacks or in the rescue efforts conducted thereafter. The average award for families of victims killed in the attacks exceeded $2 million.”

Ancora da pag 1, veniamo informati anche che “quasi ogni famiglia di ogni persona uccisa a causa degli attacchi del 9/11, ha deciso di partecipare al programma” (“Nearly every family of an individual killed in the September 11th attacks chose to participate in the Fund” ).

Ricordiamoci questa frase… in tema UA93, nulla è mai “trasparente”.

Il resto del documento, analizza, spiega e si dilunga su tutti gli aspetti economici e legali e sulle modalità di determinazione delle compensazioni: come le han calcolate, i problemi sorti, l’opera di disseminazione delle informazioni del programma, etc etc. Un pò noioso, ma interessante e utile da sapere.
Apprendiamo, ad esempio, che:

“Only one claim may be submitted by an individual or on behalf of a deceased individual”,
oppure scopriamo che:
“ The Fund also opened its doors on December 21, 2001”

oppure che:
“One of the Special Master's principal objectives was to disseminate information regarding the Fund to the public at large and in particular to all victims, families of victims, and other interested parties:
Helpline; Claims Assistance Sites; Internet; Mass Mailings; Town Hall Meetings; Pro Bono Legal Training Sessions; Individual Meetings; Special Interest Group Meetings; Advertisements and Media “

Oppure che:
“ The Fund conducted a total of 3,962 eligibility and award hearings involving 3,629 claims.”

Come è logico aspettarsi, apprendiamo dal Report Finale, che non son esistite richieste di risarcimento per "injuries", nel caso di UA93:

mentre per quello che rigurada le “deceased victims”, veniamo così a sapere che:

Per quello che riguarda UA93, $53,649,607.47 diviso 25 persone… fanno una media di 2.145.984 di dollari a richiesta…. e circa un paio di milioni di dollari, è di sicuro la cifra che ha ottenuto Lisa Beamer, ad esempio.

Ora, come abbiamo visto nell’articolo precedente ( UA93 – [ parte V ] ), sappiamo che a parte i 4 dirottatori, su UA93 c’erano la bellezza di ben 40 persone… di queste 40, nonostante tutti gli sforzi di contattare tutti e tutte le forme di pubblicizzazione dell’iniziativa del Fondo di Compensazione… solo 25 avrebbero chiesto (e ottenuto) il rimborso?
E gli altri?
Tutti orfani e senza amici e/o anche semplicemente senza debitori ( anche i debitori potevano chiedere il rimborso, vedasi Final Report, pag. 23-24-25-26 ].

Che dire, come tutto quello che è inerente la versione ufficiale del 9/11, anche in questo caso…un mistero al di là della logica e delle probabilità!


Un paio di note ancora sul Programma del Fondo di Compensazione.

- “the List of Victim Representatives is no longer being provided”.
Ed è un vero peccato, come vedremo in seguito.

- Inoltre, cosa assai importante, è da ricordare che per poter accedere al Fondo, chi presentava domanda si doveva impegnare a non a intentare cause legali, ovvero a “non porre mai più domande”sulle responsabilità di quanto accaduto il 9/11.. Praticamente un baratto: dollari in cambio di silenzio.
“The Regulations establish policies addressing the election of remedies required by the Act and due process concerns of victims and their families. Because the filing of a claim with the Fund bars a claimant from pursuing a lawsuit for damages, the Department and the Special Master concluded that it was essential to establish a clear-cut definition of "filing" for the benefit of both potential claimants and potential defendants in litigation”

Quindi, adesso, dopo aver scoperto che solo 25 persone su 40 (44 meno i 4 dirottatori), per UA93, hanno percepito un rimborso milionario, possiamo andare a dare un'occhiata ai "certificati di morte" dei passegfgeri e dell'equipaggio....


In America, infatti, come in tutti i paesi anglosassoni, il concetto di Carta di Identità è relativamnete sconosciuto ( risale appunto al post 9/11. Ad esempio “National ID: Biometrics Pinned to Social Security Cards” ) , mentre come documento "omnicomprensivo" la Social Security ID o il Social Security Number, ricopre un ruolo fondamentale. Esistono migliaia di casi di "furto d'identità", solo perchè qualche maleintenzionato riesce ad rubare il SSN di una persona...inguaiandola per anni e costringendola d un vero calvario economico e sociale

Vediamo di scoprirne qualcosa in più, riportando, ad esempio, ciò che è scritto a questo indirizzo:

“What is?
A Social Security number and card is used by the government to keep track of earnings and witholdings. “ The Social Security witholdings are disbursed to people who have retired or are disabled.“

"Why is a Social Security Card important?
It is needed before you can obtain other things. For example, you cannot open most checking accounts or get a credit card without a social security card. Many organizations and schools use this number to identify people. “

SSI: Qui il link al sito ufficiale

Siccome appunto tra le altre cose, la SSI è utilizzata per “pagare le pensioni e le indennità per i disabili” (“The Social Security witholdings are disbursed to people who have retired or are disabled. “), alla SSI, viene associata vita morte e miracoli della persona.
Inparticolar modo, deve e tiene conto della morte della stessa… infatti se no, correrebbero il rischio di continuare a pagare una pensione o un sussidio a persone non più esistenti.

E questo è un dato molto importante, in quanto ( come ad esempio ci viene spiegato sul sito RootsWeb's Guide to Tracing Family Trees ) tramite l’apposito servizio SSDI (Social Security Death Index ), è possibile risalire ad una serie di informazioni: in particolare per quello che riguarda il caso di UA93, possiamo risalire a quanti dei nominativi delle persone che ci han detto erano su UA93, risultinoregistrate come decedute.

Ma c’è un piccolo inghippo. Come spiega appunto RootsWeb's Guide to Tracing Family Trees:
“l’SSDi non comprende i nomi di tutti i deceduti, anche se possedevano un numero di Social Security ( Previdenza Sociale). Se i parenti o l’impresa funebre non hanno comunicato l’avvenuta morte all’Amministrazione della Social Security, oppure se il decesso è avvenuto prima del 1962 ( all’epoca i dati non erano computerizzati ), probabilmente questi nominativi non appariranno nell’elenco del SSDI. La mancanza di tali nominativi, non indica di per sé, che tali persone siano ancora vive. Indica semplicemente che tale report non esiste” (“the SSDI does not include the names of everyone, even if they had a Social Security number (SNN). If relatives or the funeral home did not report the death to the Social Security Administration, or if the individual died before 1962 (when the records were computerized) then they probably will not appear in this database. The omission of an individual in this index does not indicate the person is still living. It simply means that there was no report of the person's death to Social Security Administration.”)

Oppure:“ The SSDI does not include death records for everyone who has been issued a Social Security Number (card). Common reasons for exclusion include the following:
The death was not reported to the Social Security Administration (SSA).
The death occurred before the Death Master File was maintained in a computer database. About 98 percent of the deaths in this database occurred between 1962 and the present.
The person did not participate in the Social Security program.
Survivor death benefits were (are) being paid to dependents or spouse.
A recent death may not be indexed yet.
Human error.”

Mhm…questo potrebbe crearci dei problemi nella ricerca che ci apprestiamo ad intraprendere, ma… come riportavo all’inizio dal Final Report del Fondo di Compensazione, lì è ben spiegata tutta la trafila per poter presentare domanda e accedere al rimborso, e le verifiche incrociate che la Commissione ha fatto sia per determinare gli importi da liquidare, sia per evitare truffe. Sempre nel Final Report, sono ben spiegati ed elencati i rapporti tra le varie amministrazioni statali, per snellire le pratiche delle vittime. Ovviamente, tra queste troviamo anche quelle relative all’Amministrazione della Social Security!

Leggere per credere:
“ a) Social Security Administration
Initially, the Fund met with SSA representatives, including the New York Regional Commissioner, to gain an understanding of SSA benefits payable to claimants, and to discuss how the Fund could coordinate with the SSA on obtaining data related to claimants to assist in the valuation and verification of claims and offsets.”

“At the beginning of the Program, the Fund communicated with the SSA on a weekly basis to confirm and calculate total SSA benefits paid to eligible beneficiaries. As claim volume increased and processing time decreased, requests were sent to the SSA on a daily basis. The SSA provided the Fund with the following information: Social Security payments related to each victim, including the Social Security number and date of birth of each beneficiary, the month each beneficiary began receiving benefits, the total amount paid to each beneficiary, and the current monthly payment amount”

E il certificato di morte è uno di quei documenti assolutamente richiesti per i rimborsi in caso di decesso:
“(1) Proof of Death/Presence at the Site
Issues relating to proof of death and presence at the site for deceased victims were significantly less complex than those issues presented by injury claims. The Fund allowed various forms of proof of death, including a death certificate or other evidence, such as an employer affidavit and presence of a victim on an airline manifest.”

Quindi, visto che su UA93 tutti i passeggeri sono deceduti, e visto che la Fund Commission si scambiava dati, anche con cadenza giornaliera, con l’Amministrazione della Social Security, dovremmo avere la quasi matematica certezza che tutti i nomi dei passeggeri debbano risultare nel SSDI (Social Security Death Index), perché, come citato all'inizio, ha messo nero su bianco che: "…97% of the families of deceased victims who might otherwise have pursued lawsuits for years have received compensation through the Fund.”

Andiamo quindi finalmente ad interrogare il db del SSDI.
[ PS: il criterio utilizzato per la ricerca è stato: indicare il COGNOME e l’Anno e il Mese di Decesso, di modo da lasciare ampia possibilità di verifica.]

Tramite il report finale della Victim Commission Fund quindi, arrivavamo a scoprire che, molto stranamente, solo 25 famiglie su 40 (ovvero solo il 62,5%) hanno ottenuto il risarcimento, anche per loro stessa ammisione perlano di aver raggiunto e "soddisfatto" il "97% of the families of deceased victims "

Interrogando il db della SSDI ( pur con la sua non-scientificità, ma che di sicuro ha interagito con l'Amministrazione del programma del Fondo scambiandosi dati ), giungiamo invece a notare che solo 12 nominativi compaiono tra i deceduti l’11 settembre 2001.

E gli altri? Che fine hanno fatto?

Da notare ad esempio che non risultano i nomi dei passeggeri ai quali la propaganda ha cucito addosso un “ruolo” di significato: vuoi per il contenuto delle “telefonate”, vuoi per aver partecipato alla “ribellione” contro i dirottatori.

Che dire… un’altra serie di incongruenze e dati che non tornano per quel maledetto 9/11.

Certamente Lisa Beamer ha beneficiato del risarcimento. Eppure il nominativo di suo marito non appare registrato nell’elenco pubblico del SSDI.
